Provenance before future imports
The planned manager platform will require the source, license or request, approved purpose, jurisdiction, retention date, and responsible reviewer before any import.

The Field Companion records assignment-scoped outcomes, notes, opt-outs, synchronization, and access changes. Future manager import and export controls remain outside v1.
